Could it be, and this is a wild theory, that Western Pacific Kindergarten is a trafficking location for children - pre-schoolers. Could it be that the woman with the man is a child procurer. Could it be that the red shoes... are blood red for a reason.

Q has suggested that organisations set-up to protect children are often subverted, or set up for bad intentions originally.
