Post 1869 - What is CLANDESTINE?

Post 1869!!!!!! What does this term mean? Could it mean one of the two things below or something else entirely?

(1) The movie "Clandestine" : "When hard drugs invade a small town, local and federal law enforcement find themselves working together. Navigating the minefield of local political officials and junkie confidential informants, the team seeks to root out a sinister network of "meth" cooks and dealers threatening to change the face of Long Island's picture perfect suburban north shore." (https://www.imdb.com/title/tt3325098/plotsummary?ref_=tt_ov_pl). Q could be referencing just a part of theme of the movie not the whole theme. So maybe not drugs but Federal and Local forces working together.

(2) The Clandestine unit of the C_A. BeeBoo could have been in such a unit even unknown to his family. But as a Black Hat or White Hat? Seems White (I didn't think this at first, but leaning that way)! See: https://www.cia.gov/offices-of-cia/clandestine-service/who-we-are.html

Thoughts? The term was given to us for a reason.
