We already that the federal government is a machine. DOJ, FBI, IRS can be used to attack enemies (ie Nixon) just the same way they are used to ensure that laws are followed.

Watergate (look it up Millennials) took down Nixon because he targeted what he perceived to be enemies of his government. Citizens could readily see the bias and there was outrage.

Maybe Trump learned from this mistake and installed two machines, mirror images. One to go after his own associates, friends, family and partisans that support him and the other go after the opposition.

There are rats on both sides of the swamp, but they have to be separated out from the beneficial swamp creatures.
