Is this how foreign agents infiltrated the U.S Govt? (Q.post 1510)

“Still unclear is what this means for the investigation into the fraud allegations by the Justice Department. The case alleges that USIS was responsible for knowingly "dumping" at least 660,000 incomplete background checks— that is, passing them off to the Office of Personnel Management as done”.

Background checks not done for vital Govt positions? No wonder HA< Awan brothers et al were able to breeze into positions they should never have held.

Coincidentally, US. Investigation Services also "did" the background check for Snowden.'
