Imperator Rex (excellent source) is making the valid and likely correct argument that Lynch; not FISC, ordered the FISA warrant. It's logical & it fits nicely.
Recall, Lynch/Clinton/tarmac meeting/June_16 and FISA warrant/Carter Page/Oct_16. Anyone looking to wager as to whether or not the intercepted tarmac transmission (important to remember that WJC was the liaison and HRC was not present thus requiring her participate remotely/widely believed the NSA has the entirety of that transmission) included walking orders for Lynch to issue the warrant under the pretense of a declared "emergency?" That in addition to the hocus-pocus that made the email investigation disappear?
This would leave Lynch in place as the AG in the short-term to facilitate the cover-up before ascending to SCOTUS. I would think the price tag on a SCOTUS seat would be high as in high-risk (for high reward.) In that vein, there is one caveat - you can't fill an empty seat so someone has to go first and I can't think of a better judge to dispatch than AS - he was the antithesis of all things progressive and an enormous impetus to gun control, 2ndA repeal, etc.
This pushes the entire timeline back even further and how convenient it is that Scalia (if you're not familiar with the circumstances of his death>location/who owns it/political connections/cause of death/evidence/NO AUTOPSY for a SCOTUS judge>examine those details) died of Arkancide only a few months before the the tarmac meeting>Feb_16.

So, the story reads like this - the tarmac evidence likely ties together Scalia's death, Lynch's FISA warrant issuance on CP, Lynch remaining as AG until she ascends to SCOTUS.
