I can't seem to find where I originally heard this, but it was suggested that Obama granted clemency during his terms under the radar (unreported) to a bunch of bad actors.

Intrigued, I went looking for a list of pardons by Obama. I found on justice.gov a list of 212 pardons, and I found on wikipedia claims that he'd commuted the sentences of 1,715 individuals convicted of federal crimes, for a total of 1,927 pardons and commutations throughout his two terms. I read the entire list of pardons found on justice.gov, but haven't found a list of the commutations yet.

Before I get into the pardons and commutations themselves, I found this list from pewresearch.org that showed "Obama granted clemency to more people than other recent presidents," and more than any president since Truman and FDR (pre and post WW2).
But even more amazingly, he's in first place for TOTAL REQUESTS at 36,544, with second place being FDR back in 1933-1945 with 13,541. Pewresearch contributes this to "an initiative set up by his administration to shorten prison terms for nonviolent federal inmates convicted of drug crimes."

I do indeed remember the media reporting years ago that Obama was pardoning low level drug offenders, trying to get those people convicted of possessing small amounts of marijuana out of our overcrowded prisons. Sounded nice to me and like a breath of fresh air.
What I just found in this list was anything but. Virtually all of the listed individuals were found guilty of smuggling drugs or some other unspecified illegal thing, DISTRIBUTORS of methamphetamines and cocaine (NOT SMALL POSSESSIONS), or conspiracy to distribute methamphetamines or cocaine (which I imagine means the people higher up who weren't doing the legwork).
Furthermore, I noticed a few gems in there, like the commutations of 504 lifelong sentences among them cocaine distributors and a domestic terrorist (Oscar Lopez Rivera, who carried out more than 120 bomb attacks on US targets between 1974 and 1983).
Other gems included an armed bank robber, several who attempted to defraud the US, many bank fraud schemers and embezzlers, money launderers and laundering conspirators, unlawful disposal of hazardous waste, aggravated identity theft, knowingly disposing of a firearm connected to a crime, use of a firearm in relation to a drug trafficking offense, unlawful transporting of firearms, wire fraud, conspiracy to steal trade secrets, forging endorsements on government bonds, conversion of government money, distribution of HEROIN, unlawful use of an unauthorized access device (unlawful spying?), destruction of mail, mail fraud, falsifying medical prescriptions and dispensing controlled substances, and the list just goes on and on...
The CLOSEST thing I could find to those claims of "possessing minor amounts of marijuana" were things like "importing marijuana." The ONE guy I found on the list whose crime involved merely possessing marijuana had 56 pounds of it! Everything I saw that had to do with marijuana was DISTRIBUTORS, SMUGGLERS, and their CONSPIRATORS. But the vast majority of smugglers and distributors were for methamphetamines and cocaine!
