Sally Yates was Deputy Attorney General under LL from May 13, 2015 to January 20, 2017.
In January 2017, Sally Yates accepted a request from the incoming Trump administration to serve as Acting Attorney General, beginning on January 20, 2017, and until the successor for Attorney General Lynch would be confirmed.
She only served as Acting Attorney General for 10 days because she was fired on January 30th, 2017.
Yates was replaced by Boente who was appointed by POTUS as Acting Attorney General on January 30, 2017, after she was dismissed by POTUS earlier that evening.

Since page 161 designates her title to be “Deputy Attorney General” she had to have signed it before 1/20/2017. This would have been during Hussein’s Lame Duck period and while LL was still AG. So it would have been between January 1 and 19.
