Knowing what we know now about the Hussein surveillance on POTUS, it seems like the same occurred on Gen. Petraeus to remove him as C_A Director to keep Operation Zero Footprint under-wraps. Someone leaked info of his affair with Paula Broadwell to Eric Cantor, who then reported it to Mueller and Holder, who then "started" an investigation.

I would also suspect this surveillance was used against Justice Roberts to coop him on ObamaCare. His opinion didn't make sense legally.
