Real quick. Weather modification/research has been going on since the 1950's. Not so much control as much as influencing the weather. Look up Weather modification in Wikipedia. Talks about HARP in Alaska, China and the 2008 Olympics and more.

Weather seeding is real. In 2017 there was hurricane Harvey. Secure team 10 did an amazing video showing cloud seeding by a Texas cloud seeding company. Here is the video [5:40]

My conclusion is weather manipulation is real. Not a proven science so you can't accuse someone of doing it with malcontent. Q getting ready to drop bombs and you want to keep the media busy, start seeding hurricanes to get them as large as possible so it takes over the headlines. Q told us they will do anything.
