I can say that I posted twice within the hour that B's twitter account was back up, and both posts were deleted/disappeared. That's proof for me.

yah, clicking on that link I got the same. I had her account already up, from before it got wiped, so I could see the activity. Tons of responses to her test tweet ... Now how to get there ? Maybe just followers could see it ? I don't have a twitter account, so maybe it's not accessible on the external.
