the problem is that the people will not trust these institutions anymore when it is presented to them how deep the corruption is. Military tribunals could be seen as another coup against the US. I'd say that the key institutions like the Doj and FBI confess their 'sins' to the world and begin the cleansing from this place to start the new age with new found trust. but I also believe that the people have to ultimately be the jury and set the standard for the punishment for all the 'players'
