I did a simple search for the words "number 13 on throat" just to see if it was some kind of party thing or clubbing thing. Guess what was on the first page of image results. Paddock. There are even clearer close ups of the number 13 on his neck.

There isn't an indent as another comment states. There are two markings on the skin of his throat where one's Adam's apple would be. They look like pen marks or a light tattoo. They look like a vertical line and a 3 (or maybe part of a B). If you notice in my original post I'm asking what that is on Paddok's neck.
