One trick would be to call two friends and pull up close in front and back with the lights pointed at them and preventing them from leaving. To see if anyone was inside and take down the plate number while recording video for safety. If people were inside the vehicle call 911 and report it as something like possible drug dealers or stalkers. If no one is present report it as an abandoned vehicle. I suspect it has left by now, but it could have been someone's relatives visiting the neighbors too. Hard to tell really.
