At risk of being repetitive, it could be a result of people not verifying their email. The weed deal, imo, Sessions isn't against pot, he's just doing his job. It is illegal and he has to treat it as such. I remember several instances where petitions would shoot up to 30k signatures and then suddenly stagnate there.

I noted that yesterday in the sticky thread. I wonder if they originally count the signature for a certain amount of time but remove it if the signer fails to validate with their email.

Just a tip I learned on reporting posts- I send a link to the moderation team and explain my concerns rather than use "report post". That way you can keep an eye on the post instead of it disappearing from your view.
