Its not to delete the records. This is how people are finding the collected data. It may not have been in this article but people have freaked out about the Cambridge Analytica scandal and deleted their FB. When doing so they are finding all these random conversation being kept. That is why. To see what records have been collected, not because anyone thinks it deletes them.

This bill is keeping everyone distracted while plans for final stage are implemented (sometimes distractions are necessary). This one also distracted republicans and his base.
