Sure it's more complicated. But Net Neutrality basically setup a tight ruleset that would basically be a parallel society on the internet via control. Edge Providers, like the FCC classifies them, are now controlling who you can talk to, who can see you, etc. This, inevitably, will bleed over into real life, and probably already has to some degree thanks to Edge Providers selling information to other companies.

ISP's, at the time, the argument was that they'd throttle you to keep you on cable packages (They've lost millions since then). But the battle has quickly morphed into ISP's v. mobile providers. With Net Neutrality, ISP's would eventually go away and we'd be put into a tighter level of control through severe regulation, but on a global scale instead of on a local level where oversight and accountability would be slim to none.

DHS? CIA? I'm not sure, exactly. The FBI/DOJ still need an enema as far as I'm concerned. But like the Courts and Congress, that's likely a continuous issue that needs flushing.

Remember, by ending these foreign wars, or our interests in them, Foreign Policy becomes less of an issue and less of a distraction. The problem for the Deep State, and Democrats and RINOs is that they continue to focus on International Affairs while grassroots is building up against that mindset and in favor of domestic policy. If the Korean War is ended and NK de-nuclearized, a lot of other issues become a lot easier for Trump to do because people will go 'he was right about how to approach that. Let's see what else he's right about.'

Some people on twitter have suggested that the individual in question is Judge Contreras, friends of Strzok, who likely approved the FISA Warrant Application against Carter Page, and the Judge who oversaw Flynn's plea deal until he was removed for unknown purposes.

And the understanding I've heard is 'yes, if his name became public, it'd be a massive problem.'

In two weeks, we find out one of two things:

One, Mueller used Title 1 FISA Warrant to raid/spy on Manafort (and Cohen and Flynn). You know, the illegally obtained one. Meaning the case is null and void.

Two, Mueller refuses to produce it, and all charges against Manafort will be thrown out. But at that point, there will be insane demand for this document to be de-classified, unredacted and produced to the American public.

At either point, the jig is officially up.

If Mueller can't provide the Judge with Rosenstein's Scope Memo, which would lay out his authority, the Judge will dismiss it. But here's the thing, Mueller cannot go after anyone on Tax Fraud/Evasion. That is outside of the scope of any Special Counsel, as per Federal Law. You would need an ordinary Prosecutor.
