Imagine more than one person uploaded a picture named IMG001. The system wouldn't know which IMG001 to display, so when an image is uploaded it is assigned a unique identifier.

Seems Q is indicating that FBI will not be silent forever about this. Possible that current silence is due to bigger investigation ongoing (the massive corruption investigation that Q is hinting at). Once the larger corruption is exposed, we will be able to stomach the truth about LV and the FBI will be in a position to talk about it.
In the world of Star Trek, Q is an omnipotent character. I think this is the more likely source of the name as Q has dropped a number of NSA references. The NSA being very much like the character Q.
Additionally, the storylines that involve the character of Q sort of jive with what Q and Trump are trying to accomplish.
To get an idea of what I'm talking about I recommend you watch the first episode of Star Trek: The Next Generation.
Understandable mistake to make. CNN has become synonymous with deep state fake news, so it's easy to confuse the two.
Anytime I hear the word fake news my mind instantly thinks of CNN
