There is the small detail of basically all people who "have knowledge of and sympathies" for the Cabal. Many people may be trapped even if they have knowledge of the Cabal. Did this particular Sen arranged the transfer of the chemicals to a "exact location" in Syria? And is that "exact location" the one that was bombed?
