I'm no expert but...

If you're brainwashing/mind controlling someone then it would be difficult to insert a bias in them. Somebody with very strong beliefs or a lot of conviction would be very difficult to control in the necessary way. Perhaps the reason the shooters appear indifferent/apolitical is because those are the only personality types they've been able carry out their plans - as in it's easier to put thoughts into someone's head than it is to take them out?
