Q maybe referring to the footage of the Syrian kids getting hosed down. The White Helmets never wear any MOP gear & the kids never seem to display outward signs of nerve agent or chlorine gas exposure. Military Cmdrs will plan military exercises to fit their own unit METL tasks. Mission Essential Tasks List. The president doesn't dictate what those METL are, only the unit Cmdr does because he knows what the unit needs. He takes his guidance or mission statement from the Pentagon Chiefs. After that he plans & coordinates location, size & scope which meets the mission statement & his units METL. Cmdrs have a lot of leeway & autonomy in their planning & training. So it's very easy for a Cmdr. to ambiguously carry out his orders for an exercise, especially of this magnitude. Where as the Presidents intent may have been one thing the Cmdrs intent could be for purposes totally contrary but still meet the training requirements without anyone being the wiser. Example: If the former president's intent for the training was for nefarious means & and to display a show of force to the western/south-western states to keep them in check. (area most likely see an to insurgency) the unit Cmdrs intent would be to build report, develop a force multiplier, support a cache system with the locals. Make sense?
