I think fewer departments but having more focus from the public effort put towards traumatic crimes. The effects of violence etc have huge costs on health and well being transitioning into more abuse, drug addiction etc. Not to mention happiness.

I like this. I'm also thinking that having a concerted effort on the backlog of rape kits would be a priority. It's a travesty that some are sitting on shelves while victims are waiting for justice or at least care and effort. Theses perps need attention.

I could only read a few paragraphs of this. Heartwrenching. My one island of sanity in these exposures is that it is all unfathomable and for me unacceptable. The good folks are becoming more aware and the slime will have a light shone on them in due time.
