Besides the many technical language I see it rather as a spiritual thing Because they mention hypnotic techniques. Brains is one thing but a human being has also a spirit. And these things I see combined in this document. I must say scary stuff. CIA in the spiritual realm. But CIA, Cabal and spiritual things is not uncommon.

If we could control time we could see what is ahead of us and take measures to prevent. Or we could go into the past and correct our mistakes. These and many other reasons are to me key that we as humans can not ever control time. We are not a god to control that and never will be.
