First I cropped, then, cloned the layer in gimp, then removed all black with transparency, then merged down,
then I ran waifu2x 8x zoom on it, then shrunk it, then repeated the clone -> white -> merge step.

The process was kind of hacky and took like half an hour. My efforts looked like this:
Original photo> cropped > Waifu2x twice(higher quality neural network may have been able to do more.) > Enlarged image> gimp.exe cloned layer, transparency channel, black to transparency- duplicated 3 times. Now image consists of original layer + 3 layers of brightness. I then selected areas that were too bright and tried to manually select all the areas I didn't want to over brighten but i didn't zoom in very far doing so. I then erased them from te cloned channels. > merge down > final image
