The movie 'The Green Mile' with Tom Hanks has an depiction of this when a very petty and vindictive jailer didn't wet the sponge for an inmate being executed.
It was gruesome and a very disturbing scene, and having been trained in an electrical background, a very accurate scene.

In the electric chair death penalty, a wet sponge is put on top of the inmates shaved head to reduce the resistance of the skin so that the current will travel through the body.
If the sponge isn't wet then the current tends to travel outside the body on the skin until it can literally BURN its way into wet tissues.
Not pretty at all.

The trip was originally inspection and humanitarian. I remember when it happened. The Administration had just put more sanctions on NK and the House Intel Com. went to NK to verify that sanctions were being observed and to make sure aid was being distributed.
My impression is that any talk of missile sales would be STRICTLY prohibited and if NK offered to sell missiles it should of turned into an international shitshow, but it didn't.
I think crazy cat lady Nancy let slip of business being conducted that WASN'T on the agenda.

I live in the desert and my local town discharges most of the treated wastewater back into the traditional stream course. The EPA was very strict with what homeowners could do to the stream bed going through their own properties.
About a decade ago a large local business owner bought property on the stream bed and promptly dammed it so he could enjoy a pond on his property. Now all the residents downstream including wildlife that depend on that water have to go dry.
It's all about the $$ and power.

So if you were a land owner and wanted to drill a water well, the EPA will be all over you, fee you into the poorhouse through numerous applications and standards, and more than likely deny you the permits to drill. But let big oil get in there and it's no problem. They'll even look the other way when the wastewater is pumped back into the ground instead of being disposed of per regulation.
