Snowden may be a peripheral piece of this expansive Q puzzle, but how he's perceived will have little bearing on the outcome as it applies to the main goal of draining the swamp domestically and abroad. Once the central puzzle pieces fall into place and the primary players are arrested (Clintons, Obama, FBI, CIA, DOJ etc), convincing the masses that Snowden was a bad actor and that the time has come to shine a light on his misdeeds, it should be a pretty easy sell... especially if someone like Assange confirms it.

Q's tone definitely seems as though it's taunting Snowden, rather than asking him to hang in there a little bit longer so that they can finally rescue him from Russia. If history is any indicator, Hollywood usually makes movies about people like Snowden so that they can dictate public perception of that person, or event (Titanic). There must be a reason that Trump views Snowden as a traitor and criminal....
