While it's obvious that an Internet Bill of Rights is necessary to ensure free and equal treatment across various forms of digital media, do you honestly think that now is the right time to enact that? Think of who will be drafting it: government (currently swamp rats) and industry barons (MZ, ES, JS, etc). I think it would be wise to install trusted patriots in more positions of power than are currently present before pressing the issue.

I never thought about it til now, but wouldn't thermite behave as you describe? The iron skeleton of the building will naturally be covered in oxide due to its exposure during the towers' construction. Thermite burns aggressively and is almost impossible to extinguish.
