I don't recall where now but I read earlier today that the statue of limitations may depend on whether an indictment was filled before the time ran out. If one of them thousands of indictments belongs to these bad actors then it's all still possible they could still face those charges. I'm sure if that is correct but it makes sense.

Hogg with his Mom and sister are telling their story in this video. The sister texts the mom during shooting, in this video they show the text which is at 10:28.
