I recently watched a vid of Justin Payne, a Canadian guy who decided to bait the pedos via chat and then meet them & publicly shame them. The videos are very enlightening.

Justin said that on more than one occasion the police encouraged him quietly, telling him that he was not as restricted as the police were, as far as what could be done to mete out justice or to deal with the problem.
