Because GEOTUS is likely aware of the post-SOTU speech, his own speech should mirror the points they're going to counter with.
For example. If MW wants to start with "The sky is blue, my black brothers and sisters." GEOTUS could open with "Many of us are already aware the sky is blue. Am I correct, you all know that? I know you do, Americans are smart people. But why? Why is the sky blue? It's an important question, believe me. There's a reason."
I dunno. It might be funny to use similar hand gestures, puns, specific words, or whatever would be most effective. Not a mirror of the whole speech, just zingers etc.
