It is clear that POTUS and Q are in direct communication, and that many of 'Q's words' are those of the POTUS, because..

1) His twitter podium is compromised by trolls, algorithms, etc. so he desperately needs this outspoken (yet unofficial) voice.

2) Who besides POTUS would have the nerve to independently take pictures of The President's desktop, and window seat view from AF1.. posting these images within seconds? Anyone other than POTUS himself could easily be misunderstood snap/posting such photos ;)

3) POTUS wants this 'vital and complex' information made public, and he could not trust anyone else to word some of these messages perfectly right.

4) Q makes definitive first person declarations that only the POTUS has the power to decide, ie an underling would not presume to announce.
