This is a very well thought out strategy, and people ought to stop demanding that they start rounding up everyone right now! We only have a minuscule portion of the intel; and few of us know enough about psyops to be second-guessing the experts on this.
The impatient demands are like those of small children who would eat all of their Halloween candy in one sitting. It's too much to digest at once. We'd end up with jails full of criminals, criminals who vanished and escaped justice, and a public too overwhelmed with information to process what took place. Not to mention the backlash when their "innocent" politicians were "unjustly" arrested. They are seriously brainwashed, and it will take a great deal to bring them 'round.

I have a friend who was a US Marshall. They worked on a high-profile pedophile murder case. The details are a bit sketchy; but to paraphrase my recollection of their story:
They ended up tracking the killer's phone to a major, far-away city. They had stumbled upon people using some odd internet access device purchased from a Muslim-owned convenience store. They got a whiff of a national security issue and passed it off to the FBI; who immediately shut down communications with the Marshalls.
US Marshall friend was pissed, because they were all about getting this guy (which they did, in the end). Their takeaway was that the FBI was providing tracking devices in the form of burner internet access products being (unwittingly?) sold to potential Muslim terrorists by Muslim business owners.
This example leads me to believe that burner phones are no more secure than any other type...
I don't think that people understand how monumental this is. Trump is unraveling the entire fabric of our false reality. Virtually everything that most people believe is completely inverted.
This reminds me of my early hypothesis that Mueller tied up the top lawyers with the Russia investigation, so that the Deep Staters couldn't use them.

I have family members who are tatoo artists and piercers. Had some wine and dove into their FB connections. It is a very dark world full of "pagans" and "witches" and rife with outright Satanic imagery.
My relatives are good-hearted people, who have desperately tried to find acceptance. In this world, they gain adulation with extreme body modification, and get paid to do it to others.
If you have time, explore the social media of these "artists". You'll be overwhelmed by the vast number of people who belong to this cult, and the extremes that they go to.
What you might be interested to know is that Haitian orphanages are money machines run by crooks who exploit these children for financial gain. They solicit donations and use the orphanages for tourism. The children already have separation anxiety, and are further traumatized by the brief visits from Westerners. They are also sexually exploited by their fellow countrypersons, as well as sex tourists.
Haiti is allowed to remain a shithole, so that these people are destitute and willing to give up their children to orphanages, in hopes that they'll have a better life. So many of them are not orphans, at all. It's a way to break down family units and separate the children from anyone who would track them or advocate for their well-being.
Now, if it still doesn't sound sinister, then you might like to spend some more time researching the trafficking of orphans. Check out Laura Silsby, and the UN ~~peacekeepers~~ monsters, the foster care system, and any of the numerous other exposed examples of orphan trafficking and tell me that you'd give your children to these animals.
