Hey, I'm a former MP, I can tell you stuff about CID- and let me assure you they're not some shadowy organization. They're just an internal FBI for the Army. You know the show NCIS? Like that, but with Army shit instead of Navy shit. I'm glad you did this research, but it's not the right thread to pull on in my opinion.
The Army's hands aren't completely tied. The Regular Army and the Reserves, for the most part, can't be used to suppress domestic riots et al. The units that can, in some way, do this are: National Guard (all), CID/Military Police (only with proper legal justification), and crucially, ALL UNITS FALLING UNDER JSOC. Let me say again: JSOC units, especially Delta, are not beholden to this law. This is an unwritten rule, but it has significant precedent.
Each of those groups has limitations.
The NG can't be deployed far from their home state, and they're the least-trained and least-reliable part of the Army.
MP/CID units can only be used where there is legal backing, so they'd need to prove sedition was afoot and whatnot.
JSOC units are mostly unfettered, well-trained, and loyal, but there's only 4,000 people all told in JSOC.
American PMCs/mercenaries are usually pretty patriotic, they're well-trained and equipped, and they bolster the numbers of JSOC operators available.
Combining that with the use of USMC units and other assets, you start to be able to fill in the gaps.
