I haven't been able to figure out why BO shadows POTUS internationally. Care to expound on this?

Since when do these people care about laws? The only time they care about the law is when they can use laws against their political opponents?
I really am curious about this and would appreciate a response from Q. I'm usually pretty good at figuring things out, but this one leaves me scratching my head.

This stuff is all TRUE!
It is being leaked through 4chan to create a buzz and to soften the general public up for when this stuff gets out through conventional sources.
It all sounds crazy, but it's true. They've laid the groundwork so it won't sound so crazy when it's generally known.
That's why they're leaking to us, IMO.
