Las Vegas was supposed to be 9/11 Part 2. Price Alwaleed was somehow involved--he's connected to the Four Seasons, which owns the top floors of Mandalay Bay. The Las Vegas plans, however, were disrupted for unknown reasons, and we "only" got a mass shooting instead of another 9/11.
Q seems to be hinting that they're going to try again for another 9/11.
