Cleaning house. Getting rid of the leakers or identifying them. Getting rid of big-name bad actors within the White house and other agencies so that this operation would go smooth as possible.

Large corporations that wish to control the narrative. Trump supercedes this by using social media and bypassing them entirely. He tweets ridiculous things sot hat people follow him on the platform in order to make fun of him supposedly. However, through this he drops crumbs of information that would otherwise never be broadcast on MSM. He forces the people to know about the issues HE wants.
