Hard to say, given the enormity of it's grasp over such a long time period. The members today were taught well by those who came before them. To them, ruling the world is a science, balanced with unholy religion, and deception. My guess would be ~1500s for Europe, May 1 1776 for America, and pre-Babylon for the Middle East/North Africa. They've been around for quite some time, honing their technique.
