if you don't want to believe that as the official narrative, the more likely answer is that she was probably weighing her options to sue to try to win the election (much like how gore revoked his concession when he filed suit against the voting in florida).

 

she still gave a concession speech - in fact, it was a speech the same day the results were officially announced.

 

podesta came on stage at around 3am -- Hillary's speech at around noon iirc.
