Well considering that John was forced to sign it after fleeing for his life, and how many kings after either skirted, or completely ignored it... yeah, I'd say it was a smokescreen. He immediately sought ways to nullify it.
Most don't see how powerful the Royal family is today, because they hide themselves in plain sight through tabloids, but they are far richer and far more in control than most people know. You want to talk about uranium holdings, not even the Bush's can compete.
