I find it difficult to believe that Hillary was not involved in Crossfire Hurricane . If Durham finds evidence that the 7th Floor of the State Dept were involved in pursuing Flynn, despite FBI Agent Pientka trying to close the case when he realised Halper had fabricated his evidence, then Hillary is definitely one of the conspirators . The 7th Floor is special; The Secretary (HRC) and her Deputy Secretary, and all her Under Secretaries basically had the 7th floor to themselves. A close knit group under the control of HRC. If the 7th Floor ordered the FBI to pursue Flynn even if there was no evidence, then HRC was definitely involved in Crossfire Hurricane ..

The FBI took steps in early 2017 to close its investigation into former Trump adviser Michael Flynn before abruptly reversing course, according to new documents filed in Flynn’s pending legal effort to rescind his guilty plea for lying to federal agents.

The filings indicate that by Jan. 4, 2017, the FBI had drafted a document summarizing findings on a probe — code-named “Crossfire Razor” — of whether Flynn had been acting as a Russian agent during the 2016 campaign. The partly redacted document, which was included in the court filings, indicated the FBI had no “derogatory” information on Flynn and was prepared to close the case.“A review of logical … databases did not yield information on which to predicate further investigative efforts,” the document reads.

But messages later that afternoon between senior agents and FBI officials show a last-minute reversal, driven by discussions at the bureau’s highest levels.

“Hey, don’t close RAZOR,” FBI counterintelligence agent Peter Strzok wrote to an Pientka. He adds, “7th floor involved (HRC),” a reference to the highest echelons of leadership at FBI & STATE DEPT.

The partly redacted messages don’t indicate why the reversal occurred — it came just 20 minutes after the document to close the case had been circulating and less than a week after Flynn spoke by phone to a top Russian diplomat.

THE 7th FLOOR . . . . . .

The 7th Floor Group was a deep state milieu made up of US State Department officials who met regularly on the 7th floor of the Harry S. Truman Building in Washington, DC, that was exposed in Autumn 2016. The FBI mentioned that the group was referred to as The "Shadow Government" inside the State Department, which briefly attracted the attention of media. The group appears to have formed around Hillary Clinton, who had an office on the 7th floor of the State Department although no direct evidence has yet emerged to tie her to the group.

The 7th Floor group was first exposed on 17 October 2016 by a reference in an FBI investigation report arising from the Hillary Clinton email controversy. Interest has been heightened by the fact that FBI documents refer to it as a "shadow government" inside the US State Department.[8] By November 2016, another suspected reference to the group was in the public record, an email on Wikileaks by Roberta S. Jacobson to her "7th floor colleagues."

Most if not all remaining members had their employment terminated on 17 February 2017.
