There was a real project called MARAUDER in the 90s. At first it was unclassified. They test fired a plasma weapon using rings of plasma fired out of a sort of railgun. Multi-megajoule energies at a fraction of the speed of light. Test shots were shockingly successful. After that they classified the whole project and no one has heard anything since. Considering that this stuff doesn't get declassified for typically around 20 years, we should be getting close to public knowledge of whatever came of it.
