"refusal to concede the narrative" relates to these three people:

>USD = Under Secretary of Defense (James Anderson, Acting)

>JCS = Joint Chiefs of Staff (Gen Mark A. Milley & Gen John E. Hyten

>Refusal = WILL NOT CONCEDE = acknowledge

>The narrative = Orange Man Bad.

I need to know if this is a correct understanding/consensus, I have put the above in the spreadsheet - please tag THIS POST if there is differing opinions/ideas/speculation.
