Level 4
No council is currently under Level 4-type restrictions - which are the toughest being set. They are similar to the lockdown restrictions that we applied across Scotland at the end of March. Addressing MSPs before a debate on the new tiered system, Ms Sturgeon said the "very high" rates of transmission and hospital admissions in Lanarkshire might "necessitate" the top level being used. However, she added that there were "encouraging" signs that the situation in that central belt area "might have stabilised slightly". In the Level 4 category schools would remain open but all non-essential shops, as well as pubs and restaurants, gyms, libraries and hairdressers would be closed.

Level 3
A huge swathe of the country is already in Level 3-type restrictions. Most of the central belt, which covers about 3.3 million people, has seen pubs and restaurants closed and a ban on household visits. Level 3 restrictions will see cafes, pubs and restaurants allowed to open until 18:00 to serve food and non-alcoholic drinks. Alcohol sales would not be permitted indoors or outdoors. All leisure and entertainment venues are closed at this level, including cinemas. No non-essential travel is allowed out of a level 3 area. Indoor exercise will be restricted to individuals. Ms Sturgeon has indicated that most of the central belt will be placed into Level 3.

Level 2
This involves restrictions which are broadly similar to those in place outside Scotland's central belt at the moment. No in-home socialising is allowed and up to six people from two households can meet outdoors and in hospitality settings. Licensed premises can only serve alcohol indoors with a main meal - and then only until 20:00. Outdoors they can serve until 22:30. Most leisure and entertainment premises are closed except cinemas, bingo halls and amusement arcades.

Level 1
Some councils currently under Level 2-type restrictions could be moved into the next tier down. However, although the Level 1 definition includes six people from two households meeting indoors this would not apply to any council that finds itself in that category on 2 November. Level 1 would see a "reasonable" degree of normality. Hospitality will see restrictions such as a 10.30pm curfew. Weddings and life events would be restricted to a maximum of 20 people. Indoor contact sports for adults are not permitted. Only those who could not work from home should go to their place of employment.
