In a natural set of number '1' will lead about 33% of the time (not 1/9th), '2' a little less, etc.

Just note that any Benford's Law analysts of Biden's numbers should be comparative to Trump's numbers and numbers from past elections. When they decide where to place polling locations they introduce an artificial biases due to spacing them out do they serve similar numbers of voters. It's similar to why this wouldn't work on datasets of how many inches tall people in different cities are.
