you may arrest citizens of the Occupied state for doing anything remotely counter to your agenda, explicitly stating this is allowed in response to non-violent, non-destructive actions and even giving the example of "traveling without a permit".

you may execute citizens of the Occupied state for such easily pinned on crimes as "espionage" and "sabotage"

you may change, remove, or create any laws in the Occupied state, with explicit allowance for weapons possession, ability to vote, freedom of assembly, or of "illicit trade in, or hoarding of" "items essential to the survival of the civilian population".

you may prevent any and all travel within, out of, or in to the Occupied (prison) state

you may "requisition" any private or public property, under the condition that the previous owner is given a "receipt" to be paid "as soon as possible" at a price decided "by military authority"

you may "requisition" labor and services from anyone within the Occupied state, so long as they are paid a "fair wage" to be decided "by military authority"

you may increase the taxes to whatever you want to be used to "defray the costs of maintaining order in the occupied territory"
