I have not heard statement 1, but it's not uncommon for doctors to claim this re: vaccines. It is a statement I've heard before re: Flu vaccines. Here's how it works.
Vaccines for swine flu have markers that overlap with, say, bird flu. So if you get the swine flu vaccine, it'll help with symptoms with bird flu, but not 100% efficacy re: SYMPTOMS. To be 95% or higher vaccinated, you have to get the specific vaccine for the specific strain.

Q said not all vaccines, and you had @POTUS fully endorsing the warp speed, science fiction, record breaking, GOAT vaccine for the most novel (new) virus on record. You can choose to believe it's 100% safe and 95% effective, or you can decide to just let nature take it's course (roll the dice).
I can say, factually, that the virus is a KILLER for certain people with certain conditions; especially if those conditions have anything to do with blood clotting; as that's the real booger with the virus. People are clotting up in their lungs and everywhere else. Certain genetic or other conditions are really wrecking people with this virus as other people get a sniffle and are good to go.
That, right there, is the 100% truth.
