John P. Carlin was the Assistant Attorney General for the Department of Justice National Security Division (DOJ-NSD) under President Barack Obama while the Russian collusion hoax was promulgated in 2015–16. Carlin abruptly resigned the day after being forced to admit to the Foreign Intelligence Surveillance Court that the Obama Justice Department perpetrated a massive fraud upon the Judiciary and had violated the civil rights of American citizens.[1]

The Honorable John P. Carlin was the Assistant Attorney General for National Security from April 2014 through October 2016. As AAG, Mr. Carlin oversaw nearly 400 employees responsible for protecting the country against international and domestic terrorism, espionage, cyber, and other national security threats. Under his leadership, NSD worked with U.S. Attorneys’ Offices and others to:

• Oversee the efforts of the National Security Cyber Specialist Network and the National Security/Anti-Terrorism Advisory Council program.

Mr. Carlin joined NSD after serving as Chief of Staff and Senior Counsel to Robert S. Mueller, III, Director of the FBI, where he helped lead the Bureau’s evolution to meet growing and changing national security threats, including cyber threats.

A career federal prosecutor, Mr. Carlin previously served as National Coordinator of DOJ’s Computer Hacking and Intellectual Property (CHIP) program and as an Assistant United States Attorney (AUSA) for the District of Columbia, where he prosecuted cases ranging from homicide and sexual offenses to cyber, fraud, and public corruption matters.

Mr. Carlin, who joined DOJ through the Attorney General’s Honors Program, earned his Juris Doctor degree from Harvard Law School, where he received the Samuel J. Heyman Fellowship for Federal Government Service and served as Articles editor for the Harvard Journal on Legislation. Mr. Carlin earned his Bachelor of Arts degree magna cum laude from Williams College, where he was elected to Phi Beta Kappa.

Readout of Assistant Attorney General for National Security John P. Carlin’s Address at French American Foundation Event

Speaking today at the French American Foundation, Assistant Attorney General for National Security John P. Carlin called for French and European cooperation on combating nation state-sponsored theft of intellectual property, as well as destructive cyber-attacks.

Carlin highlighted the recent massive cyberattack by purported jihadis on French TV5Monde to illustrate a common purpose. “It’s not a matter of whether a nation will fall prey to a cyber-attack, but when,” said Carlin. He stressed the importance of global cooperation to increase the cost of hacking. “It’s about deterrence. Until nation states and terrorists stop stealing and committing bullying, destructive cyber-attacks, we must increase the cost. Whether you are the Syrian Electronic Army, ISIL or a state-sponsored hacker, we can and will find you. And when we do, there will be consequences. Prosecution, sanctions, diplomacy and designations are just some of the many options we have. Together, we will find the right tool, or right combination of tools, to make this activity very, very costly.” Carlin committed to playing the long game, saying, “As international partners, we need to keep at it, keep applying that pressure. That’s how you change behavior. It will not happen overnight.”

Carlin has long stressed the need for global responsibility. He told today’s attendees, including French and U.S. government officials, think tanks, private industry, academia and security and insurance professionals, “It was true when we said it in May 2014 following the PLA indictment, and it remains true today: we are aware of no nation that publicly states that theft of information for commercial gain is acceptable. It is time for us to, once and for all, come to a common agreement about acceptable state behavior in cyberspace.”

Carlin also addressed the importance of executive involvement in cybersecurity and managing cyber risk:

“These are C-suite decisions. You cannot manage your corporate cyber risk if you do not understand and prioritize it. You must make cyber defense a key component of your business strategy, and then invest in it. Also consider cyber insurance to protect your bottom line and – most important from my vantage point – do not go it alone. The Justice Department is here to help you when you encounter cyber threats.”

Carlin also highlighted the need for nations to apply the lessons learned in counterterrorism to emerging threats in cyberspace. He closed his remarks by saying:

France is one of America’s oldest and closet allies, and has long stood with us in our efforts to combat terrorism. When nations band together to combat terrorism, as we did following the brutal attack at the offices of the Charlie Hebdo magazine, we are strong and we will win. But that principle is not limited to terrorism – it extends to all threats to our nations’ security. We are in this fight together, and we have to learn from one another, so that the same actors, using the same tools and signatures, cannot simply move from one country’s network to another, targeting our intellectual property and innovation or damaging our networks. Digital security is vital to national security.

William Barr and Spygate – Watch The Teams…

Attorney General William Barr quietly took the oath of office in the oval office today with Chief Justice John Roberts administering and officiating the swearing in. [link]

With the introduction of a fully empowered and confirmed U.S. Attorney General there is likely to be a great deal of speculation about how AG Barr will interact with the seditious conspiracy scandal known collectively as ‘spygate’.

No doubt the tick-tock-boom club will sell more books with declarations of soon to be announced indictments, grand juries, etc.

However, as with all political horse trading in DC, the reality of accountability usually falls far away from headline predictions.

Attorney General Barr will be navigating a myriad of high-powered political interests through his office at the Justice Department.

If we presume William Barr is not intending to cover-up for the gross misconduct of the DOJ and FBI, which is a considerable presumption, it will be worth watching how the two camps, Team Obama and Team Clinton, react to the shifted DOJ landscape.

Each team has unique interests and exposure to the former operations against candidate Donald Trump.

Team Obama was more of an assisting co-conspiracy role; and

Team Clinton was more of a direct conspiracy/involvement role.

Team Clinton has direct legal exposure.

Team Obama has indirect legal exposure.

If there is any actual substantive investigation initiated by William Barr:

Generally speaking Team Obama should be anticipated to remain silent, except for those members who now hold media pundit/analyst positions.

Generally speaking Team Clinton will be the most visible as their exposure means they have a need to shape the narrative. [ex. Andrew McCabe]

The media supports both teams; however, if they were forced to chose the media would be far more supportive of team Obama.

If there is an inflection point (big “if”), it will likely come as an outcome of someone (McCabe is most exposed) breaking the code of Omerta from Team Clinton and attempting to implicate someone from Team Obama. In that situation U.S. media will defend team Obama and leave team Clinton at risk.

If the “Spygate” fiasco explodes (TBD), it will be team Clinton’s people who will be exposed in the collateral damage.

Team Obama will escape with the help of the media and a more favorable DC alliance willing to protect them.

Everyone on Team Clinton knows this.

However, all of that said, it would be remarkable if any of the participating members were actually exposed to legal jeopardy.

A far more likely outcome is some backroom deal where both teams agree to being criticized, perhaps publicly – perhaps by the Inspector General, but no-one faces legal exposure….

Speaker Nancy Pelosi is then instructed to ditch the impeachment narrative, Mueller gives an unsatisfying report to Barr, and everyone heads into 2020.
