All the people, who are either unelected (like bureaucrats), or politicians, who are since long time in power (small & big).
Only people, who stay for longer times at their posts can be successfully bribed and corrupted.
You wouldn't bother to bribe, or blackmail people, who will soon leave their posts.
Therefore it is of utmost importance to introduce term limits.
