Good observation, about law prompting sin thoughts. We do know sin was in the world from the beginning.
Romans 5:13
For until the law sin was in the world: but sin is not imputed when there is no law.
If we start at the beginning, and we understand what happened when God first spoke to Adam we can see that the deceiver entered Adam immediately thereafter, via Mark 4:15. God Blessed Adam in His first Words. Then came the internal deceiver to steal Gods Words.
Shortly thereafter we have what is essentially the first law, "thou shall not eat." Gen. 2:17.
We also know the law is for the lawless. 1 Tim. 1:9. Is the serpent, the devil lawless? Uh huh.
IF Mark 4:15 is TRUE then it happened to Adam.
We also know that the law gives strength to sin.
1 Corinthians 15:56
The sting of death is sin; and the strength of sin is the law.
We also know that the law's intents are to make sin utterly completely sinful:
Romans 7:
13 Was then that which is good made death unto me? God forbid. But sin, that it might appear sin, working death in me by that which is good; that sin by the commandment might become exceeding sinful.
The law is not the friend of sin. It is made to expose sin, to reveal sin, to strengthen sin. That's why Paul advises us to NOT put ourselves under the law, thinking it can be obeyed, because that can not happen. Indwelling sin and evil present with us deny us the claim of legal obedience. It then deceives us into thinking we are and can be legally obedient, hence hypocrisy and lies are formed in the deceived minds/hearts. They can no longer be honest about sin/evil present and it's adverse resisting relationship to Gods Law(s).
Jesus said evil comes from within. These are NOT an optional facts that any avoid. Matt. 15:19-20, Mark 7:21-23 and Matt. 5:28
Then there are the abundance of notions that God doesn't see our sin. Uh, sorry, not the case. God does see evil present with us. God does see our sin. And God does NOT forgive the sinner, because HERE, THE SINNER is revealed:
1 John 3:8
He that committeth SIN IS OF THE DEVIL; for THE DEVIL SINNETH from the beginning. For this purpose the Son of God was manifested, that he might destroy the works of the devil.
All of this of course works into the narratives engaged with Q, that the "rich and powerful" are in fact engaged with the DEMONIC in a big big big way. So is everyone else, but the demonic sellouts have their particular places in societies, and some at the very TOP of the food chain are the worst.

Romans 3:
19 Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.
Who is the law for? Everyone. The law is for sinners. ALL are sinners. Every mouth will be stopped, the world is in fact guilty as charged. And yes, there will be hell to pay, for THE DEVIL AND HIS MESSENGERS.
The end game goal here is actually to align with God's Intentions. To UPHOLD the law, until sin becomes utterly sinful. And that is exactly what will happen, until Romans 3:19 is a reality for every mouth, and the world.
