they can start with some good old fashioned honesty. if you want to fix a problem then you have to acknowledge it first. no more manufactured false flag terrorist events, no more lies, no more cover ups, no more aiding and abetting drug and human traffickers. if the quote "rank and file" had more of a backbone in the first place and blown the whistle, been loud, then maybe their coveted bureau wouldn't have become so corrupted over time.
