Oh I get it now. DOJ refused to prosecute them on the bad stuff so they can avoid double jeopardy when they try them for that stuff as part of the MIL RICO case. They simply used state secrets to deny prosecution ANY of the evidence related to those allegations. That's why they said they found nothing unlawful - they couldn't see anything.
